Under the agreement, Japan ceded territorial rights of Gando, which belonged to the Choson Kingdom before it was colonized by Japan, to the Qing Dynasty of China for exclusive rights to build and control a railway in the area. The Gando area covers much of what is now Jilin and Liaoning provinces in China, near the border with North Korea.
